SRM 1196a flame retardant test cigarette
This standard reference material (SRM) is provided for laboratory use in testing the resistance to cigarette ignition of soft furniture and its components, as well as in accordance with 16 CFR 1632, California Technical Bulletin TB 117-2013, and 16 CFR 1209. One unit of SRM 1196a consists of two boxes of cigarettes, each containing 10 packs of 20 cigarettes.
Certified ignition intensity value: NIST's certified value is the value that NIST has accurately grasped and has investigated or considered all known or suspected sources of bias [4]. Table 1 presents the certified values of NIST ignition intensity.
Through Bayesian statistical analysis [5], 7 operators from NIST conducted full-length combustion tests on 20 cartons of cigarettes to determine the ignition strength values and their extended uncertainty U. The extended uncertainty given in Table 1 is reported at a 95% probability level. Although the method outlined in ISO/JCGM guidelines [6] was not used to calculate the extended uncertainty of certification values, the results of Bayesian analysis can be explained in a manner similar to the results of ISO methods. The expanded uncertainty can be expressed as U=kuc, where uc=1% is the standard uncertainty of the combination, and the coverage coefficient k=2 is based on a normal distribution.

Certification expiration: The certification of SRM 1196a is valid within the measurement uncertainty range until February 1, 2025, provided that the SRM is processed and stored in accordance with the instructions provided in this certificate (see "Storage and Use Warning and Instructions"). If SRM is damaged, contaminated, or otherwise modified, the certificate is invalid.
Maintain SRM certification: NIST evaluates the suitability of the target range for SRM 1196a fire intensity as 85% to 100%, and conducts stability testing every 5 years to ensure that SRM 1196a fire intensity remains within this range. If the results of NIST stability testing indicate that the ignition intensity may exceed the specified time interval before the certificate expires, NIST will notify the purchaser. Usage: Cigarettes are intended for use in testing as specified in federal regulations (16 CFR 1632 [1], 16 CFR 1209 [2]) and California Technical Bulletin TB 117-2013 [3]. Other standards aimed at, but not limited to, cigarettes are NFPA 260 [9] and NFPA 261 [10], as well as ASTM E1352 [11] and ASTM E1353 [12]. These methods describe the proper procedures for handling cigarettes and conducting testing.
Material selection and packaging (1): This material is intended for use by the US government and is obtained under federal and state tax exempt status. Any manufacturing number on the SRM unit is related to the manufacturing process of the product and will not affect the value determined for SRM 1196a in any way. Regulations, 16 CFR 1632 [1], 16 CFR 1209 [3] and Technical Bulletin 117-2013 [2], standard test methods, NFPA 260 [9] and NFPA 261 [10], as well as ASTM 1352 [11] and ASTM 1353 [12], please use NIST's SRM 1196 as the standard cigarette ignition source.
The ignition strength of SRM 1196 substitute SRM 1196a is considered to be within 5% of SRM 1196, with a probability of 95%. Therefore, it is expected that these regulations and testing methods will use SRM 1196a as the standard ignition agent resource.
