According to the "Notice on Doing a Good Job in Scientific Fertilization and Efficiency Improvement in 2026" (Nong Nong (Fei Shui) [2026] No. 12) issued by the Planting Management Department of the Ministry of Agriculture and Rural Affairs, in order to consolidate and expand the foundation of soil testing and formula fertilization, integrate and promote the "three new" mode of scientific fertilization, solidly promote the scientific application of fertilizers, support the increase in yield of major crops such as grain and oil, and promote high-quality green development of agriculture, combined with the actual situation of the province, this plan is formulated.
1、 Target task
Adhering to the new round of action to increase grain production capacity by billions of catties, with a focus on serving and supporting the large-scale yield improvement of major crops such as grain and oil, and focusing on river basins such as Songhua River and Nenjiang River, relying on the agricultural technology promotion system, new business entities, and socialized service organizations, vigorously promoting soil testing and formula fertilization technology, integrating and promoting the "three new" models of new products, new technologies, and new equipment for fertilization, and continuously promoting scientific fertilization and efficiency improvement. In 2026, we will promote the integration of new products, new technologies, and new machinery in the main corn and rice producing areas and economically advantageous crop areas, and build 23 counties with integrated supporting facilities for "three new" development, including 12 corn and 10 rice. Each county will focus on creating 5 thousand acre plots and 1 10000 acre plot, radiating and driving more than 100000 acres; One economic crop (facility vegetable), with a focus on developing five hundred acre plots and one thousand acre plot, radiating and driving over 20000 acres. Carry out basic work on soil testing and formula fertilization, with a stable coverage rate of over 91% for soil testing and formula fertilization technology. Conduct 310 field trials and investigate the fertilization situation of 9500 households (see Attachment 1 for task arrangement).
2、 Key tasks
(1) Strengthen the promotion of the "three new" integrated model. The "Three New" project counties should focus on target crops and take into account other main crops. Priority should be given to selecting large-scale and technically capable planting households, social service providers, and other entities to implement task areas. Based on the comprehensive planting area, soil nutrient status, crop types, fertilization habits, etc., we will focus on creating new fertilizers, drones, and intelligent systems

Integrated promotion of technologies such as "formula fertilizer+seed fertilizer co sowing+drone fertilization", "soil testing formula+organic-inorganic combination application+irrigation fertilization" for dryland crops, and "slow-release fertilizer+lateral deep fertilization+drone fertilization" and "nutritional diagnosis+variable fertilization" for paddy field crops. Various regions can also integrate and promote the "three new" models that are replicable, promotable, implementable, and easy to accept based on actual situations. Each county promoting the integration of corn and rice "three new" needs to create at least one precise variable fertilization per thousand acres, and counties promoting the integration of facility vegetables "three new" need to create at least one precise variable fertilization per hundred acres, exploring intelligent precision fertilization technology models. Complete by the end of November 2027
(2) Consolidate the foundation of soil testing and fertilization formula. One is to conduct soil sampling and testing. Focusing on grain production functional areas and important agricultural product production protection areas, combined with farmland quality monitoring work, coordinating the use of agricultural project funds, carrying out regular soil sampling and testing, dynamically grasping changes in soil fertility, timely revising recommended fertilization formulas for major crops, and submitting soil testing and fertilization data. Promote rapid nutrient detection and plant nutrition diagnosis technology, and promote the collaborative application of "soil testing+plant testing". The second step is to conduct field experiments before the end of March 2027. Taking into account factors such as the area and distribution of major grain crops, planting systems, and soil fertility levels in this administrative region, representative fields will be selected to scientifically conduct field experiments on new fertilizers, fertilization effects ("3414" or partial "3414"), formula calibration, and soybean rhizobia. Relevant experiments can be entrusted to scientific research and teaching units with professional backgrounds to undertake tasks, and long-term fixed-point monitoring is encouraged. Various regions should strengthen technical guidance and quality control throughout the entire process of fertilizer application, field management, sample collection, yield analysis, etc., to ensure the quality of field experiments. The third step is to conduct a survey on fertilization among farmers. The soybean rhizobium experiment will be completed by the end of November 2027, and the soybean rhizobium experiment will be completed by the end of October 2026. Taking into account factors such as crop types, planting systems, and fertilizer providers, with a focus on new management entities and consideration for small farmers, scientifically and reasonably arrange survey sites for farmers' fertilizer application. Conduct a survey and monitoring of farmers' fertilization situation and fertilizer use effectiveness through the "Fertilizer Monitoring Platform" mini program. By the end of December 2026, based on national statistics on fertilizer water-saving, analyze the current situation and changes in the level, structure, and methods of fertilization in this administrative region, and form a special report on the fertilization situation at the provincial, municipal, and county levels. Complete by the end of November 2027
(3) Promote intelligent precision fertilization services. Deeply explore soil testing formula fertilization data and continuously promote intelligent and precise fertilization. Explore the application of AI, big data analysis, and other methods to optimize fertilization parameters and technical solutions. During key farming periods such as preparation and spring plowing, use big data analysis methods to develop and publish provincial and municipal guidance on scientific fertilization of major crops, as well as county-level technical guidelines. Update and publish the main formulas to guide enterprises to produce according to the formula and farmers to fertilize according to the formula. Encourage localities to promote the application of intelligent fertilization recommendation systems (such as NE systems) based on actual conditions, vigorously promote new fertilizers such as specialized formula fertilizers, slow-release fertilizers, water-soluble fertilizers, efficiency enhancing fertilizers, and trace element and microbial fertilizers; Encourage areas with conditions to carry out scientific fertilization services for whole villages and townships, including unified measurement, distribution, supply, and application; The integration of "three new" can be promoted by relying on technical support units such as research institutes and professional research institutions to establish experimental demonstration zones, create intelligent precision fertilization application scenarios, accelerate the application of intelligent precision fertilization technology equipment such as unmanned aerial vehicle diagnosis variable fertilization, and improve the level of scientific fertilization. Complete by the end of October 2027
(4) Strengthen guidance on scientific fertilization production. Implement the scientific fertilization and yield improvement action for grain and oil crops, establish scientific fertilization service teams in Heilongjiang Province according to crops and regions, and combine the "Hundred Counties, Thousand Townships, and Ten Thousand Households" scientific fertilization training organized by the Ministry of Agriculture and Rural Affairs with the "Hundred Experts United in Hundred Counties" scientific fertilization guidance activity. Strengthen the linkage and cooperation of promotion, scientific research, teaching, associations, enterprises, etc., focus on the key periods, key areas, and major disasters of crop fertilizer demand, establish a technical guidance network for fertilization throughout the entire growth period, continuously promote soil testing and formula fertilization, locally return manure, soybean inoculation with rhizobia, promote commodity organic fertilizers, bio organic fertilizers, organic-inorganic compound fertilizers, etc., promote soil fertilization and crop quality and yield improvement, accelerate organic-inorganic synergistic efficiency. Enrich training forms such as field lectures, indoor teaching, and video live broadcasts, develop scientific fertilization technology opinions, posters, and manuals, increase the dissemination of scientific fertilization technology short videos, and improve the implementation rate of key technologies such as soil testing and formula fertilization. Complete by the end of December 2027
(5) Strengthen the evaluation of the effectiveness of scientific fertilization. Comprehensively summarize the progress and application effectiveness of soil testing and formula fertilization, scientifically evaluate the contribution of soil testing and formula fertilization to crop yield and quality, soil fertility, and fertilizer utilization rate, and extract replicable and promotable typical cases. Further strengthen the monitoring and evaluation of fertilizer effects through field experiments, farmer fertilization surveys, fertilizer water-saving systems, and other data, and use reliable data to evaluate the scientific fertilization effect. 【 Completed by the end of November 2026 】 Among them, the soybean rhizobium project county needs to analyze the field trial data and promotion and application effects in the past three years, clarify the inoculation methods, core technical points, and operational precautions in different scenarios, and form technical guidance for the scientific application of soybean rhizobium inoculants in the county. By the end of December 2026, the "Three New" project counties aim to create intelligent and precise fertilization application scenarios, accelerate the application of unmanned aerial vehicle diagnostic variable fertilization technology, form intelligent fertilization prescription maps and plans, and establish a precise diagnostic fertilization technology system. Complete by the end of October 2027
3、 Subsidy content and standards
(1) Building a county that integrates the "three new" initiatives. Each county will receive 750000 yuan, mainly used to subsidize the application of intelligent and information-based precision fertilization technology equipment with good radiation and driving effects, such as new fertilizers (requiring fertilizer registration certificates or filing numbers), service operations, and unmanned aerial vehicle variable fertilization required for the promotion of the "Three New" integrated mode of one thousand mu square meters and ten thousand mu patches. It shall not be used for the purchase of agricultural machinery for fertilization. Support technical guidance training, on-site observation, etc. Each region can determine subsidy standards based on actual conditions, taking into account the needs of radiation driven work.
(2) Basic work of soil testing and formula fertilization. Mainly used for soil sampling and testing, experimental monitoring, investigation of farmers' fertilization situation, promotion of soil testing and formula fertilization technology, nutritional diagnosis, data analysis application, publicity and training, etc. In principle, each new fertilizer experiment is subsidized at 4000 yuan, each formula calibration experiment is subsidized at 4000 yuan, each fertilization effect experiment is subsidized at 8000 yuan, and each soybean rhizobium experiment is subsidized at 6000 yuan. Each region can determine the subsidy standards according to the actual situation. Each county will receive a subsidy of 39500 yuan for nutritional diagnosis, data analysis applications, publicity and training, technical guidance, and conducting farmer fertilization surveys. Each county responsible for the task of soybean root nodule fungus will receive an additional subsidy of 10000 yuan, mainly for analyzing experimental data and promoting application effectiveness, and forming technical guidance opinions. Counties that undertake the task of integrating and promoting the construction of "three new" counties will receive an additional subsidy of 30500 yuan for each construction task undertaken, mainly used to create intelligent and precise fertilization application scenarios, establish a precise diagnostic fertilization technology system, etc.
4、 Guarantee measures
(1) Strengthen organizational leadership. By utilizing the "four systems" closed-loop management mechanism, we will strengthen overall coordination, consolidate departmental responsibilities, enhance policy transparency and process supervision, establish a clear responsibility, multi-party participation, and effective supervision mechanism to ensure the implementation and effectiveness of scientific fertilization and efficiency improvement work. The Provincial Department of Agriculture and Rural Affairs is responsible for selecting counties for the integrated promotion of the "Three New" initiative, decomposing tasks, formulating provincial-level implementation plans, and guiding county-level (cities with tasks included, the same below) in formulating implementation plans. Each region should formulate county-level implementation plans based on the tasks assigned by the province, combined with actual conditions, refine target tasks and subsidy standards, improve supporting measures, and promote the integration of "three new". Counties should clarify the implementation areas, implementation subjects, technical models, and other contents of thousands of square meters and tens of thousands of acres in the plan.
(2) Strengthen fund supervision. Each region should strictly follow relevant regulations, implement project fund management responsibilities, and improve the efficiency of project fund utilization. The Provincial Department of Agriculture and Rural Affairs supervises and guides budget execution, project implementation, information entry, and other work, and takes the lead in organizing provincial-level performance evaluations of projects. The municipal agricultural and rural departments are responsible for the supervision, management, and inspection of project funds in the counties (cities, districts) under their jurisdiction, and supervise the performance self-evaluation and information disclosure work. As the main body of project fund supervision, county-level agricultural and rural departments are responsible for the quality and effectiveness of project results and fund utilization. They provide timely and sufficient subsidies to the implementing entities who have completed project tasks and passed verification and acceptance in accordance with standards, and adopt appropriate methods for publicity. They also timely report the progress on the transfer payment management platform of the Ministry of Agriculture and Rural Affairs.
(3) Strengthen data management. Each region should promptly fill in soil testing and laboratory analysis, field experiment demonstration, and farmer fertilization investigation data, and review them step by step to ensure that the data is scientific, reasonable, true, and effective. By relying on information technology such as big data and cloud computing, we will strengthen data analysis and improve the functionality of the soil testing and fertilization formula database. Strictly implement the relevant requirements of national information security, and do not provide scientific fertilization related data to other units or individuals without permission.
(4) Strengthen daily management. Each region should establish and improve project management mechanisms, strictly implement the "quarterly scheduling" system, and timely schedule and report project execution progress and implementation results. The county should form a distribution map of project areas and sign agreements (contracts) with application and implementation entities such as townships, villages, etc. to clarify rights, obligations, technical requirements, etc. for the integration of "three new". The main body of organization and implementation shall upload image data of fertilizer purchase, fertilization operation, project area construction, as well as information on the operation site and drone operation trajectory, to the quality monitoring and management platform, and improve the establishment of electronic and paper archives for project management, including but not limited to photos, video materials, receipts (vouchers), contracts, ledgers, etc. of key links such as agricultural machinery (drone) operation, fertilizer selection, fertilizer application, verification and acceptance.
Please submit the county-level implementation plan before June 15, 2026, and the progress report at the end of each quarter after the project implementation. Submit the fertilizer special report, project annual summary, and performance self-evaluation report before November 25, 2027. If there are any adjustments to the county-level implementation plan, they should be reported in a timely manner.
