Those engaged in industries such as industry, construction, catering, hotels, car washing, medical care, agricultural markets, washing and disinfection, tableware cleaning and disinfection, as well as residential communities, schools, enterprises and institutions (hereinafter referred to as drainage households) that discharge sewage into urban drainage facilities, are required to apply for a drainage permit.

（1） The drainage permit is free to apply for and valid for 5 years. If it is necessary to continue discharging sewage after the expiration of the drainage permit, the drainage household shall apply to the drainage permit issuing department 30 days before the expiration of the validity period. If it meets the requirements, the validity period shall be extended for 5 years.

（2） If there are multiple drainage households in a centrally managed building or unit, the property rights unit or its commissioned property service enterprise shall apply for a drainage permit uniformly, and the applying unit shall be responsible for the drainage behavior of the drainage households.

（3） For various construction projects under construction that require drainage, the construction unit shall apply for and obtain a drainage permit. The time limit for the drainage permit shall not exceed the construction period in principle.

（4） Urban residents do not need to apply for a drainage permit to discharge domestic sewage.

（5） Procedure for obtaining a drainage permit: Window acceptance - Material review - On site inspection - Qualified issuance of the permit; If misconnections, misconnections, or unqualified pre-treatment facilities are found, they shall be rectified within a specified period of time. After the rectification is qualified, a permit shall be issued.

（6） According to Article 26 of the "Management Measures for the Discharge of Urban Sewage into Drainage Network Permits", if a drainage household discharges sewage into urban drainage facilities without obtaining a drainage permit, the urban drainage department shall order it to stop the illegal behavior, take remedial measures within a time limit, apply for a drainage permit, and may impose a fine of up to 500000 yuan; For drainage households listed in the list of key polluting units, a fine of no less than 300000 yuan and no more than 500000 yuan may be imposed; Those who cause losses shall bear compensation liability in accordance with the law; Those who commit crimes shall be held criminally responsible in accordance with the law.
