On January 14, 2011, the new regulation EU 10/2011 on plastic products in contact with food was published in an EU journal. The new regulation does not need to be converted into a regulation of each member state and will take effect 20 days after its publication. This regulation will fully replace the original Directive 2002/72/EC on plastic products in contact with food on May 1, 2011, but the period from May 1, 2011 to December 31, 2015 is a buffer period for the implementation of transitional provisions.

1Scope
(a)A material or product entirely composed of plastic;
(b) A material or product composed of two or more layers of plastic bonded together by adhesive or any other means;
(c) Plastic materials and products with coatings or printed materials on the surface;
(d) Plastic parts or plastic coatings in multi-layer materials used for sealing bottle caps, gaskets, stoppers, and similar devices;
(e) Plastic layers in materials and products made of multiple layers of different materials
2. limiting value
General plastic and plastic products in contact with food 10mg/dm²；
Plastic and plastic products in contact with food for infants and young children under 3 years old at a dose of 60mg/kg.

The main points of Regulation (EU) No. 10/2011 are as follows:
1. The scope of coverage has increased, now covering five major aspects:
A)Plastics composed of materials, products, and their components;
B) Multilayer materials and products formed by adhesive bonding or other methods;
C) Materials and products with printing or coating mentioned in points 1) and 2);
D) Plastic material layer or plastic coating, used as a gasket between a set of two or more layers of lids and sealed products composed of different types of materials.
E) Plastic layers in multi-layer composite materials and products.
2. Ion exchange resins, rubber, and silicone are exempt from this regulation.
3. Added testing and restrictions on the special migration of heavy metals:
Barium（Barium）= 1 mg/kg ， Cobalt（Cobalt）=0.05 mg/kg， Copper=5 mg/kg, Iron=48 mg/kg, Lithium=0.6 mg/kg, Manganese（Manganese）=0.6 mg/kg ， Zinc=25 mg/kg.
4Primary aromatic amines(PAA) ≤ 0.01 mg/kgFood or food simulants.
