Notice on Holding the 14th National Conference of Business and Logistics Supply Chain Entrepreneurs and the 4th National Annual Conference on Construction and Operation of Suburban Warehouse Bases

Commerce and logistics supply chain are important components of modern circulation system, important carriers for expanding domestic demand and promoting consumption, and important links connecting domestic and international markets. Data shows that from January to November 2025, the total amount of social logistics in China was 331.2 trillion yuan, a year-on-year increase of 5.0% calculated at comparable prices. Overall, in 2025, China's macroeconomic operation will be stable and steady with progress, the construction of a modern industrial system will continue to advance, and logistics demand will maintain a steady growth trend. In 2025, commercial logistics will continue to grow, with an expected total of 138 trillion yuan, a year-on-year increase of 4.6%. China's commercial logistics has shifted from restorative growth to moderate growth.

The suburban warehouse base is a logistics public infrastructure that deeply implements the decisions and deployments of the Party Central Committee and the State Council, actively and steadily promotes the "flat and urgent dual-use" of super large cities, and is an important focus on enhancing urban emergency support capabilities, improving modern circulation, and reducing logistics costs for the whole society. In December 2023, the National Development and Reform Commission issued the "Implementation Plan for the Construction of Suburban Warehouse Bases", proposing to promote the formation of a "National Logistics Hub (National Backbone Cold Chain Logistics Base)+Suburban Warehouse Base" logistics facility network for daily necessities with "regular service and emergency response", effectively improving the level of "emergency conversion" in the urban logistics system and the ability to guarantee urban daily necessities and consumer goods.

In order to fully cooperate with policy implementation, accelerate the construction of a modern commercial and trade circulation system, enhance urban circulation and supply guarantee capabilities, fill emergency gaps, reduce logistics costs for the whole society, promote industrial restructuring and regional coordinated development, cultivate new driving forces for economic development, promote the organic connection of commerce, logistics, transportation, finance, credit, etc., and improve the overall operational efficiency of the national economy. After research and decision by the Commercial Logistics and Supply Chain Branch of the China Chamber of Commerce and the Pinggu District People's Government, the 14th National Conference of Commercial and Logistics Supply Chain Entrepreneurs and the 4th National Annual Conference on the Construction and Operation of Suburban Warehouse Bases will be held in Pinggu District, Beijing on April 15-16, 2026. The theme of this conference is "New Quality Leads Chain to the Future - Reshaping the Modern Commercial and Logistics System and Boosting the Value of Suburban Warehouse Bases in the 15th Five Year Plan", focusing on hot topics such as land port national logistics hubs, urban supply guarantee, and investment, construction, and operation of suburban warehouses. Aiming to build a modern commercial and trade circulation system that is efficient, smooth, collaborative, shared, integrated, open, and environmentally friendly, and to achieve the prosperity of urban circulation economy.
