In the context of the global push for sustainable development, biomass energy, as a green and renewable energy source, is increasingly receiving widespread attention for its enormous value. On July 1, 2025, the General Office of the National Development and Reform Commission issued the "Notice of the National Development and Reform Commission, Ministry of Industry and Information Technology, and National Energy Administration on Carrying out Zero Carbon Park Construction", which clarifies the key tasks and actively promotes the utilization of heating and thermal energy resources such as biomass energy to achieve clean and low-carbon development. Emphasis is placed on exploring biomass alternative fuels and raw materials.

On September 19, 2025, the National Development and Reform Commission issued the "Special Management Measures for Energy Conservation and Carbon Reduction Central Budget Investment", which clarifies the special support for circular economy to assist carbon reduction projects, supports the resource utilization and energy utilization of agricultural and forestry residues, and directly provides the central budget proportion.

Biomass energy has enormous potential under the goal of carbon neutrality, but resource and cost issues need to be addressed through technological innovation, policy optimization, and industry chain collaboration.
