According to the amendment to the SOLAS Convention that came into effect on July 1, 2006, namely MSC Resolution MSC.152 (78) Chapter III - Life saving Equipment and Devices, Article 32 "Personal Life saving Equipment" Item 3, cargo ships constructed before July 1, 2006 shall comply with the provisions of 3.2 to 3.5 at the latest * safety equipment inspection on or after July 1, 2006.
3.2 Each person on board should be provided with an insulated immersion insulation suit that meets the requirements of Rule 2.3
3.3 If there are any duty stations or workstations on the vessel that are far away from the usual places where insulated immersion insulation suits are stored, insulated immersion insulation suits should be provided to the personnel on duty or working in these places according to their number at all times.
3.4 Life jackets should be stored in easily accessible locations and their positions should be conspicuous and visible.
3.5 The insulated immersion insulation suit required by this clause can be used to comply with the provisions of clause 7.3.
1、 From the analysis of the above terms:
1. The number of insulated immersion insulation suits equipped on the ship should be equal to or greater than the ship's lifeguard quota, the number of people working away from the living area, and the number of people on duty in public places.
If it was not equipped before July 1, 2006, the above requirements must be met before the * safety equipment inspection (commonly known as "external audit").
3. Provide storage facilities for thermal insulation clothing and affix IMO labels in prominent locations.
4. Insulated immersion insulation clothing that meets the requirements of Rule 2.3 should mainly meet the following conditions: (From LIFE-SAVING APPLIANCES 2003 EDITION)
(1) It can be opened and worn within 2 minutes without the need for assistance. If the insulated immersion insulation suit itself has no buoyancy and needs to be worn together with the life jacket, the total time should be less than 2 minutes.
(2) The entire insulated immersion insulation suit will not burn or melt or deform after being placed in a fire for 2 seconds.
(3) Insulated immersion insulation clothing should cover any part except the face.
(4) Jumping into the water from a height of no less than 4.5 meters will not cause water to enter.
If the insulated immersion insulation suit is worn together with the life jacket, after the lifeguard wears the insulated immersion insulation suit and life jacket:
(1) You can climb up and down the ladder for at least 5 meters.
(2) Be able to perform contingency tasks when abandoning the ship.
(3) Jumping from a height of at least 4.5 meters into the water will not damage or detach the thermal insulation suit.
(4) You can swim short distances in the water to a life raft.
(5) The insulation requirements for life jackets without insulation pads and warm jackets are: jump from a height of 4.5 meters, soak in calm 5 ℃ seawater for 1 hour, and the temperature drop should not exceed 2 ℃.
(6) The insulation requirements for insulated immersion insulation clothing with built-in thermal pads are: jump from a height of 4.5 meters, soak in calm 0 ℃ -2 ℃ water for 6 hours, and the temperature drop should not exceed 2 ℃.
2、 The above introduces the basic requirements of the convention for thermal insulation clothing. After delivering the insulation suit to the ship, the following work should be done on board:
1. Notify the company to arrange for an annual inspection and review by the classification society, and indicate the quantity of insulated immersion insulation suits on the ship's safety equipment certificate, and stamp the relevant classification society certification seal.
2. The LIFE-SAVING PLAN should also indicate the quantity and location of insulated immersion insulation suits, as well as the specific number and location of rooms and compartments.
3. Attach small icons and indicate the quantity on the layout diagram of life-saving equipment.
4. The company has incorporated the maintenance guidelines for insulated immersion insulation suits into its system documents and added maintenance requirements and cycles for insulated immersion insulation suits to the life-saving equipment maintenance record book.
3、 Inspection, maintenance, and training requirements:
1. Monthly inspection: Each crew member conducts a self inspection, while the third officer in the public duty area inspects the integrity of attachments for any damage and allows them to air dry.
2. Quarterly inspection: Check for any damage or breakage at the seams and other internal and external areas. The reflective tape is in good condition and the accessories are complete.
