The reference material (SRM) for the 1196a flame resistance test standard is intended for laboratories to use based on16 CFR 1632California Technical BulletinTB117-2013and16 CFR 1209The requirement is to test the resistance of soft furniture and its components to cigarette ignition, as well as the insulation against cigarette ignition.

One unit of SRM 1196a consists of two boxes of cigarettes, each containing 10 packs of 20 cigarettes. Certified ignition intensity value: The NIST certified value is a value that NIST evaluates for its accuracy, and all known or suspected sources of bias have been investigated or considered. Table 1 presents the certified values of NIST ignition intensity.

Bayesian statistical analysis is used to determine the ignition intensity value and its extended uncertainty U, based on a full-length combustion test conducted by seven operators from NIST on 20 cartons of cigarettes. The uncertainty given in the expanded Table 1 is reported at a 95% probability level. Although the certification values were not calculated using the methods outlined in the ISO/JCGM guidelines, the results of the Bayesian method can be interpreted and analyzed in the same way as the results of the ISO method. Extended uncertainty can be expressed as U=kuc, where uc=1% is the comprehensive standard uncertainty and the coverage coefficient k=2 is based on a normal distribution.

(a) The standard test method for measuring the ignition strength of cigarettes, as modified by NIST Technical Note 1627 and ASTM E 2187, is used to measure the ignition tendency of traditional cigarettes, June 2009. The metrological traceability of this result conforms to the method used (ASTM E2187).

Certification expiration: The certification of SRM 1196a is valid within the specified measurement uncertainty range until February 1, 2025, provided that SRM handles and stores it in accordance with the instructions provided in this certificate (see "Warning and Storage and Use Instructions"). If the SRM is damaged, contaminated, or otherwise modified, the certification is invalid.

Maintenance of SRM certification: NIST evaluates the applicability interval of SRM 1196a for ignition intensity at 85% to 100%, and conducts stability testing every 5 years to ensure that SRM 1196a remains within this interval at all times. If the NIST stability test results indicate ignition before the expiration of this certificate, NIST will notify the buyer.

These cigarettes are for research purposes only. Exposure to primary and secondary smoke from cigarettes can cause serious health hazards. These cigarettes are not intended for human consumption and cannot be sold, sold, or distributed to consumers.

Handling, storage, and usage instructions:

Handling: Generally speaking, cigarette samples should be protected from physical or environmental damage during handling and storage. It is important that the specimen is not crushed or deformed in any way. Careful handling is necessary to ensure that the specimens are not contaminated during storage and to prevent insect degradation.

Storage: This SRM should be stored in a freezer at approximately -20 ° C (-4 ° F).

Purpose:

Cigarettes are intended for testing under federal regulations (16 CFR 1632, 16 CFR 1209) and California Technical Bulletin TB117-2013. The additional standards for cigarettes include but are not limited to NFPA 260 and NFPA 261, as well as ASTM E1352 and ASTM E1353. These methods describe the proper procedures for handling cigarettes and conducting testing.

Material selection and packaging (1): This material is intended for use by the United States government and is obtained under federal and state duty-free status. Any manufacturing number on the SRM device is related to the manufacturing operation of this product and will not affect in any way the values determined by SRM 1196a regulations, 16 CFR 1632, 16 CFR 1209, Technical Bulletin TB117-2013, Standard Test Methods, NFPA 260 and NFPA 261, as well as ASTM 1352 and ASTM 1353, using NIST's SRM 1196 as the standard cigarette ignition source. The ignition intensity of SRM 1196a, an alternative to SRM 1196, is considered to be within 5% of SRM 1196, with a probability of 95%. Therefore, these regulations and test methods will use SRM 1196a as the standard ignition source.
